It doesn't replace a country. The idea is that the people in Oceania were smoking "Victory Cigarettes," which were abysmally bad, and drinking "Victory Gin," which was also dreadful, and eating "Victory Chocolate," which was basically cocoa-flavoured wax.

The idea being that renaming foods and other goods is inherently the sign of a facist state. Or something.
